Goal

Migrating from Oracle Rdb to Oracle Rdbms.

Data inserted into an Oracle Rdb database, using a character set incompatible with DEC-MCS, may not store some characters exactly as expected.

Attempts to move the data from an Oracle Rdb DEC-MCS character set to an Oracle Rdbms UTF8 character set result in some characters being inserted as "?".   This occurs because DEC-MCS did not recognize the original character, and converted it as 'undefined', or "?" (DEC-MCS: 3F hex, decimal 63).

An example of this would be the 'en/em dash' (decimal 150/151)
