This problem can occur on any platform.
Database will not start through OEM (Start/stop Instance), attempts fail with error shown below. We can start/stop database just fine from command line with SQL*Plus.
TNS-12514: TNS:listener could not resolve SERVICE_NAME given in connect descriptor
No static configuration for the instance is present (SID_LIST_ in LISTENER.ORA)
