Database Startup Fails With ORA-7445 [INVALID PERMISSIONS FOR MAPPED OBJECT] After Creation of User LBACSYS (Doc ID 453775.1)

After creating the user  LBACSYS, database fails to startup with the following errors :


Wed Aug 8 08:55:28 2007
SMON: enabling tx recovery
Wed Aug 8 08:55:28 2007
Database Characterset is WE8ISO8859P1
Wed Aug 8 08:55:28 2007
Errors in file /p01/app/oracle/admin/lprdtst/udump/lprdtst_ora_20181.trc:
ORA-07445: exception encountered: core dump [<0x60022348>] [SIGSEGV] [Invalid permissions for mapped object] [0x060022348] [] []

In 11gR2 the following error will be seen:

Errors in file /u01/app/oracle/diag/rdbms/d1v11201/d1v11201/trace/d1v11201_ora_10921.trc:
ORA-12432: LBAC error: zllegnp:OCIStmtExecute
Error 12432 happened during db open, shutting down database
USER (ospid: 10921): terminating the instance due to error 12432
