ORA-12899: Value Too Large For Column Error When Creating Table or Materialized View Over a Database Link

When creating a database table or materialized view using a database link, an ORA-12899 'Value Too Large For Column' error is received. The error may or may not have the column name and the specifications of how much the allotted width was exceeded. Further investigation reveals that the local database where the create statement was issued has a multi-byte characterset (such as UTF8) and the remote database where the data is being pulled from has a single-byte characterset (such as US7ASCII).
