Expected cache memory not being used on NUMA platform (Doc ID 456232.1)

Platforms listed above are Windows, but evidence would suggest the symptoms may be observed on any NUMA platform.

You are running on 10.2.0.x on a NUMA box.

Query second time around does NOT run faster although you would expect at least some blocks to be cached. When checking using a 10046 trace you see that the blocks are read from disk on all subsequent executions.

Due to this issue, the expected improvement due to caching is not occurring.
