RDBPROD: %SQL-F-RELNOTDEF, Table SQL_CAPABILITY is Not Defined in Database or Schema When Using a DBLink with OCI Services

When trying to use a newly created DBLink from Oracle RDBMS to Oracle RDB, the following error is displayed:

SQL> select count(*) from degrees@rdb_test_link;
select count(*) from degrees@rdb_test_link
ERROR at line 1:
ORA-02071: error initializing capabilities for remote database RDB_TEST_LINK
ORA-00942: table or view does not exist
%SQL-F-RELNOTDEF, Table SQL_CAPABILITY is not defined in database or schema

Another symptom of this problem is, when connecting to an RDB database directly using SQLPlus (ie, no DBLink), the following error is returned in the login banner:

Warning:  Product user profile information not loaded!
You may need to run PUPBLD.SQL as SYSTEM

Note, in this case, the connection is successful and appears to work. Also note, using interactive SQL to do a SHOW TABLE SQL_CAPABILITY, the table does exist.
