Event Monitor hangs in snttwrite when the Client Application is Suspended (Doc ID 461697.1)

Advanced Queueing OCI notification to all oci clients is halted when one of the client applications is suspended.

The Event monitor process (EMON) hangs trying to communicate with the suspended client.
Killing the EMON process and letting it restart allows notification to work again.

EMON hangs in snttwrite when a registered client application is suspended with the call stack

nttwr -> snttwrite -> nsntwrn -> nspsend
