Connection to database fails with TNS-12571


Oracle Net connections fail with TNS-12571 / ORA-12571: TNS:packet writer failure

Oracle Net Client trace shows during the connection handshake the following error :

Connect, Resend, Connect packets

[000001 26-SEP-07 10:14:21] nscon: sending NSPTCN packet
[000001 26-SEP-07 10:14:21] nscon: got NSPTRS packet
[000001 26-SEP-07 10:14:21] nscon: sending NSPTCN packet 

Then error sending the second connect packet  

[000001 26-SEP-07 10:14:21] nspsend: transport write error
[000001 26-SEP-07 10:14:21] nspsend: error exit
[000001 26-SEP-07 10:14:21] nscon: error sending NSPTCN packet
[000001 26-SEP-07 10:14:21] nserror: entry
[000001 26-SEP-07 10:14:21] nserror: nsres: id=0, op=67, ns=12571, ns2=12560; nt[0]=0, nt[1]=0, nt[2]=0


Panda Anti Virus software installed on the client.
