ORA-1722 when running Oracle 11g DBUA utility

This problem can occur on any platform.
When trying to upgrade an existing Oracle 9.2.x or 10.2.x Database, to the Oracle 11g version, the DBUA fails with the error: ORA-1722 Invalid Number.
The log file generated by DBUA, shows:
(Note: The default location is: <Oracle11g_Home>\cfgtoollogs\dbua\<sidname>\upgrade1\Oracle_Server.log)
2 FROM registry$database
3 WHERE tz_version != (SELECT version from v$timezone_file);
