AQ PL/SQL Notification reporting ORA-06502 when schema.queue_name length is greater than 30 characters (Doc ID 465220.1)

Symptoms

User enqueued messages are not being processed when using Advanced Queueing (AQ)  PL/SQL Notification when the schema_name.queue_name of the registered AQ queue is beyond 30 characters.

ORA-06502 reported in job_queue_process trace files similar to the following

ORA-00604: error occurred at recursive SQL level 2
ORA-06502: PL/SQL: numeric or value error: character string buffer too small
Error in PLSQL notification of msgid:3CD7BE77CD8400B7E04400127943E258
Queue :"APPS"."XXBOLINF_TBA_TBD_QUEUE"
Consumer Name :

Upgrade of the database from a pre-10.2 version to 10.2 onwards.
