RMAN incremental level 1 backup larger than previous incremental level 0 backup

RMAN level 1 incremental backups are larger than the level 0 incremental backup. Even after taking a new level 0 incremental backup followed immediately by a new level 1 incremental backup, the level 1 incremental backup is significantly larger than the level 0 incremental backup. The size difference is that their level 0 incremental backup is 2.4GB and the level 1 incremental backup is 10.7GB.
Backup scripts for the level 0 incremental and level 1 incremental are as follows:
BACKUP INCREMENTAL LEVEL 0 DATABASE PLUS ARCHIVELOG;
BACKUP INCREMENTAL LEVEL 1 DATABASE PLUS ARCHIVELOG;
There are no errors during either backup.
