Mobile Server 10.3.0.1.0 Does Not Shutdown Cleanly with OAS 10.1.3.1.0 (Doc ID 467938.1)

-- Problem Statement:
Using Oracle Lite Mobile server 10.3.0.1.0 using OAS 10.1.3.0.1.0, when OAS is stopped, it can not
shutdown the mobile server properly:

opmnctl: stopping opmn and all managed processes...

-- Steps To Reproduce:
1. Install OAS 10.1.3.1.0
2. Install Mobile server 10.3.0.1.0 into the OAS oracle home
3. start OAS using opmnctl startall
4. stop OAS using opmnctl stopall, it will return this above error message.
