Lost Transactions when Using SET_EXECUTE(False) with User-Enqueued LCRs (Doc ID 469028.1)

Symptoms

Intermittently the Streams Apply process is discarding user-enqueued LCRs rather than applying them. The same Apply process has another rule associated with it for another table for which set_execute is false and the LCRs associated with that table are correctly discarded.

The presence of the other rule for which we do not want the LCRs to be executed appears to be interfering with the ability of the Apply to apply the LCRs that we do want to be applied.
