File Handles Are Not Released After Tablespace Is Dropped

Symptoms
After dropping a tablespace including contents and data files...
the os command lsof (which list open files) shows that process J000 holds a lock on the data file
This job had run the gather_stats_job, which had reported errors in the tracefile, due to unusable indexes.
As a result, the space that was consumed by the data file may not be instantly reclaimed by the filesystem until the file handle is released.
