ORA-00600 [16500] [kqdcru] When Running A Purge Command

Symptoms
When trying to purge or drop an object or purge dba_recyclebin, the error below is seen:
ORA-00600 [16500], [kqdcru], [D],[2], [55], [BIN$O4UJnhlEGBPgRAADumgjJw==$0]
The call stack in the trace file written by the error is similar to:
... kqdcru kqrcmt ktcrcm kdpurts purdrv opiexe opiosq0 kpooprx kpoal8 opiodr ttcpip opitsk opiino opiodr ...
Case insensitive searching is enabled by setting NLS_SORT=BINARY_CI.
