Creating New DB Using DBCA After Apply A Patchset Fails With ORA-1092 While The Upgraded Database Works Fine (Doc ID 471765.1)

Symptoms

After patching  the database from a base release (i.e 10.2.0.1.0) with a patchset (i.e  10.2.0.3.0) upgrading the existing database using DBUA works fine.

But when trying to create a new database using DBCA getting an error saying DB has to open in
Upgrade mode, with the following error at the user session(DBCA):
