Creating New DB Using DBCA After Apply A Patchset Fails With ORA-1092 While The Upgraded Database Works Fine (Doc ID 471765.1)

After patching  the database from a base release (i.e with a patchset (i.e upgrading the existing database using DBUA works fine.

But when trying to create a new database using DBCA getting an error saying DB has to open in
Upgrade mode, with the following error at the user session(DBCA):

ORA-1092 :Oracle instance terminated.

The following error is in the alert.log.

Errors in file /u01/app/oracle/admin/orcl/udump/orcl_ora_3889.trc:
ORA-00704: bootstrap process failure
ORA-39700: database must be opened with UPGRADE option
