After Applied Patch 6600991, The New Mobile User Can Not Be Created: WTG-03108 (Doc ID 473034.1)

Symptoms

The problem is that when using the Mobile Server 10.3.0.1 + <patch 6600991> in order to create a
new Mobile user
by doing the following :
- Log into the Mobile Manager
- create the mobile username: <USERNAME> password: <PASSWORD(Only numeric are userd)>

Creation fails with the following error :  WTG-03108: Invalid Username and/or Password.
