HTTP-503 ORA-12541 in OHS Logs While Accessing APEX (Doc ID 554730.1)

Symptoms

Accessing APEX using http://<hostname>:<port>/pls/apex in a browser shows the following error:

The server is temporarily unable to service your request due to
maintenance downtime or capacity problems. Please try again later.

Oracle HTTP Server (OHS) error_log shows:
