ORA-600 [25027] Errors When Attempting To Migrate or Upgrade The Database

Symptoms
When attempting to migrate a database from 9i or higher either manually or using the DBUA, the migration fails and the database fails to open with the following error similar to the following:
ORA-00600: internal error code, arguments: [25027], [<ts#>], [<dba decimal>], [], [], [], [], []
ORA-00704: bootstrap process failure

Error 704 happened during db open, shutting down database
USER (ospid: 1724): terminating the instance due to error 704
