ORA-600 [25027] Errors When Attempting To Migrate To 11g (Doc ID 555866.1)

Symptoms

When attempting to migrate a database from either 9i or 10g to 11g either manually or using the DBUA, the migration fails and the database fails to open with the following error similar to the following:

ORA-00600: internal error code, arguments: [25027], [0], [16783073], [], [], [], [], []
ORA-00704: bootstrap process failure
ORA-00600: internal error code, arguments: [25027], [0], [16783073], [], [], [], [], []
Error 704 happened during db open, shutting down database
USER (ospid: 1724): terminating the instance due to error 704
