ORA-1031 While Connecting To A Database Via Both OS and Passwordfile Authentication

Symptoms

Trying to connect AS SYSDBA to a new instance is not possible. Both OS authentication and passwordfile authentication connections are failing with ORA-1031:

 

[oracle@oratest3-ro ~]$ sqlplus "/ as sysdba"

SQL*Plus: Release 10.2.0.3.0 - Production on Fri Mar 7 09:55:05 2008

Copyright (c) 1982, 2006, Oracle. All Rights Reserved.

ERROR:
ORA-01031: insufficient privileges

 

[oracle@oratest3-ro ~]$ sqlplus sys/welcome1 as sysdba

SQL*Plus: Release 10.2.0.3.0 - Production on Fri Mar 7 09:57:09 2008

Copyright (c) 1982, 2006, Oracle. All Rights Reserved.

ERROR:
ORA-01031: insufficient privileges

 

Connecting AS SYSOPER is working fine :

 

[oracle@oratest3-ro ~]$ sqlplus sys/a as sysoper

SQL*Plus: Release 10.2.0.3.0 - Production on Fri Mar 7 09:58:52 2008

Copyright (c) 1982, 2006, Oracle. All Rights Reserved.

Connected to an idle instance.

SQL>

 

The above symptoms can be encountered while creating an instance on Solaris via DBCA or while installing a product like Audit Vault.
