RAC on Windows: Oracle Clusterware Services Do Not Start After Changing Username or Domain

This problem can occur on any platform.
The username under which the Oracle Clusterware software has been eliminated or if a domain user was used, the domain name has been changed. Now, Oracle Clusterware services (OracleCSService, OracleCRService and OracleEVMService) will not start.
