Listener Leaking Memory And High CPU Utilization on Oracle 18.104.22.168

This issue is limited to version 188.8.131.52 and is still relevant as of 30-SEP-2011.
+ The tnslsnr process may leak small amounts of memory for every incoming connection.
+ The leak is small and my go unnoticed for some time unless the rate of connections is very high.
+ You may also observe higher than normal CPU utilization and some performance issues.
+ You may also observe TNS-12634: Memory allocation failed error in listener.log file.
The problem might manifest after the application of the 184.108.40.206 patchset.
