NetCA Fails To Start With Error Detected By Java Hotspot Vm

Symptoms

-- Problem Statement:
Server: Oracle10g R2 (10.2.0.4) on RedHat Linux x86-64 AS 4 with latest patches.

Network Configuration Assistant (NetCA) fails to start with an 'An unexpected
error has been detected by HotSpot Virtual Machine' error message.

Problem occurs with brand new database installation and DBCA works fine. However, NetCA fails to start.  Also, DBUA starts and works fine.  Just NetCA fails to start with error output below:
