Symptoms

-- Problem Statement:
On 10.3.0.1 in Production:
When attempting to Synchronize
the following error occurs:

ERROR
POL-5282 "UNSUPPORTED OPERATION USED IN DEFAULT CLAUSE","TESTPATCH")

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. SQL> create table <SCHEMA>.test (ID number, ORG_ID varchar2(10));
SQL> aLter table <SCHEMA>.test MODIFY (ORG_ID DEFAULT
to_number(decode(substrb(userenv('CLIENT_INFO'),1,1),'
',null,substrb(userenv('CLIENT_INFO'),1,10))));
SQL> alter table <SCHEMA>.test add primary key (ID);
SQL> alter table <SCHEMA>.test modify ORG_ID not null;
2. Create the Publication item to synchronize this table
3. Synchronize
