RDBPROD: SQL ALTER DATABASE May Abort with RDMS-F-NOMOREGB (Doc ID 561462.1)

Symptoms

For a database with Row Cache and Global Buffers enabled, the following error may occur from an SQL ALTER DATABASE or an RMU command even when the database has been closed:

$ sql alter database filename sql$database number of buffers 5000 ;
%RDMS-F-NOMOREGB, 3000 global buffers not available to bind; 4294963296 free out of 10000


The value 4294963296 should be displayed as -4000. The negative value is incorrectly displayed as an unsigned value.

The database has a total value of Global Buffers as 10000 and a User Limit of 7000.
