Using a Mapped Network Drive on Vista / Windows 7 Fails With ORA-12154

When trying to connect using the test connection button in the dsn configuration in the ODBC administrator fails with error:
ORA-12154 TNS: COULD NOT RESOLVE THE CONNECT IDENTIFIED SPECIFIED
TNS_ADMIN is set to use a tnsnames.ora on a mapped network drive, for example K:\.
Works if tnsnames.ora is placed in local network\admin directory or any other local directory. SQL*Plus connection connects.
