Symptoms
Starting the listener using a non-DBA user ( not the owner of the installation), fails with the following errors:
Also, on 10.2, the changePerm.sh script has been run (see 10.2.0.3, 10.2.0.4 patchset README).
Note: On Oracle 11gR1 changePerm.sh doesn't need to be run and also is not available. changePerm.sh must be run only for Oracle 10gR2 installations
