Some Users Are Not Able To Connect After Cloning The Database ORA-1017

This problem can occur on any platform.
After cloning a database some users cannot connect to the database anymore from within SQLPLUS:
SQL> conn user1/test$bb
ORA-01017: invalid username/password; logon denied
Warning: You are no longer connected to ORACLE.
When connecting directly from the OS session everything is working as expected:
[oracle@ro-rac3 kit]$ sqlplus user1/test$bb
SQL*Plus: Release 10.2.0.3.0 - Production on Tue May 20 12:04:27 2008
