V$Archived_log "Applied" column not updated For Downstream Capture

Symptoms
In a downstream capture environment, the v$archived_log view on the source database does not display the correct value for the "APPLIED" column after logs are transported and mined by the capture process on the downstream database.
This poses an issue with RMAN as it will not delete the archive logs, as part of normal backup routine although they are no longer needed.
