Recently revoked the "Administrator" privileges from the OS user who owns Oracle. Now, lsnrctl reload/stop/start fails with the following error:
TNS-01190: The user is not authorized to execute the requested listener command
However, the listener service can be started and stopped without any problems using the services window.
Revoked the Windows "Administrator" privileges from the windows user that owns Oracle.
