After Shutdown of 9.2.0.8 Capture Database Streams no LCRs are Enqueued

Streams Capture is not enqueuing the messages after a database restart whereas it was working fine when initially setup.
After the database is restarted, the capture is failing to enqueue the messages and we see the
following in the capture trace:
***ENQ AQ queue STRMADMIN.STREAMS_QUEUE
knlqenq: correlation id is STREAMS$0$5531693777$
***ENQ in AQ queue STRMADMIN.STREAMS_QUEUE had no recipients - discarded
knlccmt
which is equivalent to an ORA-24033 error being reported on enqueue.
The buffered queue is not initialised as a result.
The database characterset is UTF8 and the national characterset is also UTF8.
