RDBPROD: Why is Maximum Column Name Length 29 in SQL/Services and ODBC?

ODBC and SQL/Services will truncate column names over 29 characters in length to 29 characters. For example a column named
will be truncated to
where xx is the NULL byte terminator.
Rdb allows column names up to 31 characters in length.
