RDBPROD: How to group by week number based on DATE VMS column (Doc ID 65375.1)

Goal

You need to have a column valued, summed, and grouped by week number based on the following definition:

A week is defined to start on Sunday. Dates falling into the last week of December are considered as part of the first week of the following year.
