Symptoms

You are creating a project account on your OpenVMS system. You create a project identifier using the AUTHORIZE utility and assign this identifier to specific users. You then create a directory on a disk owned by this identifier and have a disk quota entry for this identifier.

Now non-privileged users that are granted this project identifier can create and delete files in the project directory. But a non-privileged user who tries to create a CDD Repository, receives this error:
