Symptoms

When you access the SQLSRV_MANAGE GUI utility, you receive the following error:

You want to create a separate SQL/Services service for each database user. Your users require the ability to stop and start their own service so that they can close the databases they connect to. The ability to stop and start a service requires access to the SQLSRV_MANAGE utility.

What privileges are required to run the SQLSRV_MANAGE utility? Can a non-privileged user stop and start his own service?
