Why does ttRepAdmin -duplicate fail when run as the Instance Administrator?

On an Access Control Enabled instance, trying to perform a ttRepAdmin -duplicate as the Instance Administrator will fail with the following error:
C:\TMP>ttRepAdmin -duplicate -connStr "dsn=ds2;UID=ttadmin;PWD=mypass" -from ds1 -host "source1" -UID ttadmin -PWD mypass
ttRepAdmin: User authentication failed
The Instance Adminstrator in this example is "ttadmin". The value for the Instance Administrator can be determined by running ttVersion.
