Symptoms
During silent install of 10.2 Oracle Client on z/OS, there is an exception during action 'copyUSSexetoPDS' for member LIBCLNTS found in runInstaller log file just after entry "Starting install Link Phase of component Oracle z/OS Client";
Notice MVS console syslog "also" contains Binder message :
"IEW2765S ED43 FILE ASSOCIATED WITH DDNAME SYS00004 CANNOT BE OPENED"
"HFS OPEN ISSUED RETURN CODE 0000006F AND REASON CODE 00000004"
The USS Messages and Codes says return code x'6F' (EACCES) "Permission is denied".
