Getting ORA-600 [723] With Freeable Chunks of "Blockers array" (Doc ID 727024.1)

Symptoms

Getting the following ORA-600 in the alert log of RAC instances:

ORA-00600: internal error code, arguments: [723], [174016], [174016], [memory leak], [], [], [], []

Checking the trace file for the heapdump of the pga heap, it shows many freeable allocations with "Blockers array" comment. For example:

  Chunk       2a974b67e8 sz=       40    freeable  "Blockers array "
