Data Mining Invalid After Revoking EXECUTE Permissions On SYS.UTL_FILE

After revoking EXECUTE permissions on SYS.UTL_FILE and SYS.UTL_HTTP packages from PUBLIC role, the Data Mining option is invalid.
The revoked permissions were granted again, but the Data Mining option can't be revalidated by running script $ORACLE_HOME/rdbms/admin/utlrp.sql.
Execute permission have been revoked on SYS.UTL_FILE from public role
