ORA-600 [ksktopplmod1] Error and Database Hangs When Using Resource Manager (Doc ID 728234.1)

Symptoms

ORA-600 [ksktopplmod1] errors reported in the alert log and the database hangs.
The call stack for the ORA-600 [ksktopplmod1] error resembles the following:

... ksktopplmodint kskckptpa ksbabs ...

This is caused by a deadlock between CKPT and LGWR or DBWR processes due to use of Resource Manager plans in the database.
