Service Names Missing from Net Manager

This problem can occur on any platform.
Symptoms
Net service name entries are missing from GUI Net Manager tool (netmgr), when service naming is selected in the tool.Oracle Net Configuration >> local >> Service Naming
When service naming is selected and green "+" create button is used. No error or response is returned by netmgr.
