Can not Start ASM instance on 2nd node (Doc ID 729564.1)

Symptoms

2 node RAC, 2 nodes ASM instance can not start at same time. Starting 1st ASM instance is fine, starting 2nd ASM instance error out with:

Error: KGXGN polling error (15)
Mon Jun 30 15:57:58 2008
Errors in file <ASM_HOME>/ASM1/admin/+ASM/bdump/+asm2_lmon_21967.trc:
ORA-29702: error occurred in Cluster Group Service operation


It does not matter which node is first.

ASM alert log shows:

Starting ORACLE instance (normal)
...
interconnect information is not available from OCR
WARNING: No cluster interconnect has been specified. Depending on
the communication driver configured Oracle cluster traffic
may be directed to the public interface of this machine.
Oracle recommends that RAC clustered databases be configured
with a private interconnect for enhanced security and
performance.
