DBCA gives an ORA-12523 after entering the password for SYS for the ASM instance (Doc ID 738462.1)

Symptoms

After entering the SYS password for the ASM instance under the "ASM Credentials" pop-up and clicking "OK", DBCA gives the following error via a pop-up: 

"Error when connecting to ASM instance on local node: Listener
refused the connection with the following error:
ORA-12523, TNS:listener could not find instance appropriate
for the client connection
The Connection descriptor used by the client was:
(DESCRIPTION=(ADDRESS=(PROTOCOL=TCP(Host=adc1)
(Port=1549))(CONNECT_DATA=(SERVICE_NAME++ASM1)
(INSTANCE_NAME=+ASM1)(UR=A)))
