ODBC Drives are missing from Registry if Olite installed for 'CURRENT USER'

Goal
One of the New feature of Olite 10.3.0.2 is to be able to install Windows Mobile Client Without the need of Administrator Privileges.
When installing the Mobile client, you used to have administrator privileges. To enable the installation to occur for users who do not have administrator privileges, there is now an option to install as the Current User.
Using this 'CURRENT USER' option allow the installation of Mobile Client
However, upon installation of the Olite Client 10.3.0.2.0 with 'Current User' option selected and when if one goes to Control Panel
-> Administrative Tools -> Data Sources (ODBC). Click on User DSNs
The following error will be displayed:
"The setup routines for the Oracle Lite 40 ODBC Driver ODBC driver could not be found. Please
reinstall the driver". "Component not found in the registry".
This error is not reproducible using the 'All Users' option when installing Olite client.
