Symptoms

An email, containing arabic characters in the subject and the body, is sent using the UTL_MAIL.SEND procedure, but when the email is received the body contains question marks instead of the arabic text, while the subject is correct.

The NLS_CHARACTERSET database parameter is set to AL32UTF8
