Streams Capture Failing With Ora-1089 When One RAC Instance Goes Down. (Doc ID 741753.1)

Streams Capture process aborts after shutdown of one instance in an multi-node RAC setup with a minimal of 3 nodes for the source database.  It did not bring up automatically, and fails with following error at  DBA_CAPTURE.ERROR_MESSAGE view:

Error:  ORA 1089
Text:   immediate shutdown in progress - no operations are permitted.
