You are trying to export all schemas but one. According to the admin guide you should be able to do this.

From the guide

Excluding Grants and Users

To exclude a specific user and all objects of that user, specify a filter such as the following
(where hr is the schema name of the user you want to exclude):

EXCLUDE=SCHEMA:"='HR'"

Trying this as detailed in the documentation throws the error:

$ expdp directory=<DIRECTORY> dumpfile=test.exp EXCLUDE=SCHEMA:"='<SCHEMA_NAME>'"
LRM-00116: syntax error at 'SCHEMA:' following '='
