RDBPROD: CDO Protection issue after CONVERT from DMU

CDO records created by a CDO CONVERT from DMU format do not allow access by non-privileged users. The ACL on the record is set to allow access.

A previous version of the record had been CONVERTed in the past, and fields ENTERed from that record into the CDO directory.
