Creating a Remote Nested Materialized View Takes a LongTIme (Doc ID 745841.1)

Symptoms

This is a Nested Materialized View setup and the CREATE takes a long time and sometimes it does not finish.

Executing the SQL definition from the "CREATE MATERIALIZED VIEW" command finishes without issue.

Also "CREATE TABLE ... AS SELECT" using the same SQL definition works fine.

Looking at trace file generated from Event 10046 or SQL_TRACE=TRUE for example, there are lots of dblink wait events like:
   ...
   WAIT #4: nam='SQL*Net message to dblink' ela= 2 p1=675562835 p2=1 p3=0
   WAIT #4: nam='SQL*Net message from dblink' ela= 4734 p1=675562835 p2=1 p3=0
   ...

Use of "driving_site" hint does not help either.

Finally, the trace file from Event 10241  "dump SQL generated for remote execution (OPIX)" shows that some queries have been executed at remote site:
