Sga can't Fit Into A Single Memory Segment and UDP port usage is exploding (Doc ID 747486.1)

The machine is running out of UDP ports, checking made clear that is direct related to the amount of shared memory segments per database, each connection needs an UDP port per memory segment, so having N shared memory segments would require N*Client connections UDP ports.
